  1. In a bowl, combine the sliced beef, soy sauce, Shaoxing wine, cornstarch, sesame oil, and ground white pepper. Mix well and set aside to marinate for at least 15 minutes.
  2. Heat a wok or large skillet over high heat until smoking. Add 1 tablespoon of vegetable oil and swirl to coat the wok/skillet.
  3. Add the marinated beef to the wok/skillet and spread it out in an even layer. Let it sear for about 30 seconds without stirring, then stir-fry for another minute or until the beef is browned. Transfer the beef to a plate and set aside.
  4. Add the remaining tablespoon of vegetable oil to the wok/skillet. Add the sliced onion, minced garlic, and minced ginger. Stir-fry for about 1 minute until fragrant and the onion begins to soften.
  5. Add the shishito peppers to the wok/skillet and stir-fry for another 1-2 minutes until they start to blister.
  6. Add the sugar, chili bean sauce, oyster sauce, and chicken broth to the wok/skillet. Stir everything together to combine.
  7. Return the seared beef to the wok/skillet and stir-fry for an additional 1-2 minutes until the beef is cooked through and coated in the sauce.
  8. Garnish with chopped scallions and serve your spicy beef stir-fry with steamed rice or noodles.
